Crossbones Graveyard and Garden of Remembrance is a former post-medieval burial ground, the final resting place of thousands of Bankside's poor and overlooked. As a garden of remembrance, it offers a quiet space for reflection, with a particular focus on those who were felt to be 'outcast'. Mizuko jizo statues act as a focal point for people grieving the loss of a young child for any reason, while the ‘Ribbon Gates’ are adorned with tokens of remembrance by visitors from all over the world. Monthly vigils are held at the gates to honour the outcast dead (23rd of each month, 7pm). With a pond and varied planting, the garden sanctuary for wildlife too.

I don't know for sure but I'd hazard a guess and suggest money may be the reason ... if they consecrate it, they'd never be able to build on it. The fact they're fighting to keep it, perhaps highlights what a valuable piece of development real estate it is? But not sure.
