A judge has blocked a federal funding freeze from the Trump administration, but Gov. Andy Beshear says it's still affecting Kentucky.

Beshear joined the lawsuit alongside another Democratic Governor, Pennsylvania’s Josh Shapiro. Like Kentucky, Pennsylvania has a Democratic governor and Republican attorney general.

Kentucky Gov. Andy Beshear has declared a state of emergency ahead of heavy rain set to hit the area. Beshear said significant rain could prompt a "major weather event." Forecasters say significant flooding is possible, including widespread areal, river and isolated flash flooding.
