Shanda Norton, 35, was taken into custody in Chalmette and booked on counts of theft of a motor vehicle, vandalism, theft and cruelty to animals. The white toy poodle, Fannie Mae, remains missing. Norton told police she left the dog in the Lower 9th Ward in New Orleans, Sheriff James Pohlmann said.
