Planes are still taking off and landing at Portland International Airport even as the metro area enters its second day of winter conditions. Twenty-nine flights have been cancelled and 60 delayed so far Friday, with some of them having been pre-emptively cancelled overnight, Port of Portland spokesperson Allison Ferre said in an email.
